01 Choose your starting point

These are the scenarios with supported public benchmarks. Custom basement conversions, commercial shelters and unusual projects need their own scoped bid.

02 Tell us a little about the project

These details go in your summary. They do not change the benchmark or determine approved capacity. Please leave out names, street addresses and medical details.

03 Add extra allowances you know

Only add work outside the published benchmark or your proposal. Leave both boxes blank when a cost is unknown. Enter 0 in both only when you want to carry no extra allowance.

Where the starting prices come from

Scenario Published benchmark Scope and date
Above-ground residential shelter $4,500–$9,000 installed SAFE-T-SHELTER, April 1, 2026; a broad manufacturer benchmark, not a Kansas City price survey.
Underground residential shelter $6,000–$12,000+ installed Same manufacturer source; the upper figure is open-ended. Site conditions can take the project higher.
8 × 8 ft site-built safe room in a new home $12,700–$16,100, plus $2,500–$3,200 entry-level door assembly FEMA P-320 national 2024 examples. Door installation and other exclusions remain additional.

Sources: SAFE-T-SHELTER cost guide and FEMA P-320, section 4.3. Checked September 19, 2026. We have not adjusted FEMA’s 2024 figures for inflation or represented them as current local bids. Manufacturer prices do not imply an affiliation or endorsement.

How your estimate is calculated

The result adds your extra low and high allowances to the selected source range. Only add work that is outside the benchmark or your actual proposal to avoid counting the same item twice. Leaving an allowance blank means it has not been priced; it does not confirm that the item is free or unnecessary. You may enter zero when you have confirmed no extra allowance is needed.

The tool does not multiply price by household size or zip code. We have no verified pricing basis for doing that. Household and site details instead become useful questions in your project summary. A custom basement conversion, commercial shelter or unusual site needs a project-specific proposal.

What should happen after an instant estimate?

Use the shelter planner to document your preferred location, household access and available site records. Confirm your reviewing authority in the permit guide, then ask installers for the same written scope. Compare their offers with the quote worksheet.

A budget estimate does not establish shelter capacity, foundation adequacy, flood suitability or code compliance. Those decisions need the actual model, site and responsible professionals. Read the Kansas City storm shelter guide for the full decision process.
